Enlightenment of the DRG payment reform in the United States on the reform of China′s medical insurance payment methods / 中华医院管理杂志

In order to curb the excessive growth of medical expenses, the United States has initiated payment reform of diagnosis-related groups (DRG) since 1983, and developed a series of complementary measures to address issues such as overcoding and declining healthcare service quality which were exposed during the reform. The authors discussed the implementation of DRG payment reform in the United States, namely the case-mix specialization of medical institutions and the reduction of costs, as well as the relationship between the two. On this basis, the authors suggested that when implementing reforms to the medical insurance payment system in China, it is imperative to avoid such loopholes as overcoding by medical institutions and excessive pursuit of efficiency at the expense of quality control, as well as the decline of comprehensive rescue capability and quality of care incurred by the exacerbated specialization.

Exploration on the path of group construction of Peking University Third Hospital / 中华医院管理杂志

With the deepening of China′s medical reform, in order to further improve the utilization efficiency of medical resources, public hospitals have actively explored the establishment of different forms of hospital groups, made many useful attempts in the group operation mode, and accumulated a lot of experience. Taking the group construction practice of Peking University Third Hospital as an example, the authors probed into effective implementation paths for group construction of public hospitals from the aspects of management mode, governance structure, resource sharing, homogeneous management among others. By creating a management model of compact hospital districts, compact community health service centers, and semi compact trusteeship branches, the group had constantly refined the development path of discipline construction, and promoted the comprehensive integration and development of medicine, education, research. On such basis, the group had paved a solid and effective path in the aspects of expanding the influence of the hospital, and promoting the implementation of hierarchical medical service, for references in high-quality development of public hospitals.

As the main body of providing medical and health services, public hospitals always bear the important responsibility of maintaining people′s life and health.In the period of normal epidemic prevention and control, public hospitals are also facing a series of new situations, including changes in social environment, demands for reform and development and transformation of target functions. It is urgent to solve many problems, such as inadequate capacity building, continuous heavy operational pressure, impact on traditional modes, and constant adjustment of positioning and mode.Therefore, both the state and the government should adhere to the public welfare as the fundamental standpoint, accelerate the implementation of scientific planning and balanced distribution of medical resources, through the fundamental adjustment of the system and mechanism, and actively help public hospitals to choose the appropriate development mode, as soon as possible to relieve pressure rescue; Public hospitals should actively make use of the extensive application of Internet and other technologies and the huge potential contained in scientific and technological innovation to achieve high-quality development goals of improving quality and efficiency, and provide more powerful support for the overall national strategy.

With the increasing maturity of big data technology, data as an objective indicator of hospital decision-making, its effective application has been paid more and more attention. Data quality will affect the accuracy, pertinence and effectiveness of hospital decision-making. Based on the quality and evaluation of medical data, the authors analyzed the problems existing in data quality, and put forward countermeasures to improve data quality, including improving management system to improve data integrity and standardization, establishing statistical platform system to improve data consistency, establishing data center to improve data integration and governance ability.

Planning of hospital′s official WeChat program in guidance of public opinion / 中华医院管理杂志

Peking University Third Hospital was cited as an example in this paper to study how to guide public opinion and build a harmonious doctor-patient relationship by using WeChat official platform.It pointed out that the public relations office of the hospital should keep track of the ongoing healthcare reform,and leverage the functions of mass media,improve professionalism of their media workers,and build a long-term mechanism to response to public opinions in time.
